Q LINK has been awarded the tender to provide a solution for Emolument Attachment Orders of Public Servants
In December 2013 Cabinet authorised the Ministers of Finance and Trade and Industry to take measures to assist over-indebted households and also prevent them from becoming over-indebted in future.
Subsequently the Minister of Finance, Mr Nhlanhla Nene called for tenders to find a service provider to undertake an investigation into the extent and abuse of EAOs in the public sector and to implement an on-going solution for the management of EAOs.
The tender has just been awarded to Q LINK Holdings (Pty) Ltd.
Q LINK Holdings (Pty) Ltd was formed when Summit Garnishee Solutions acquired the Q LINK Business Unit from Business Connexion (Pty) Ltd in 2013. The joint entity has since been significantly evolved in attacking irregular EAOs and pushing for change to this structurally unfair collection mechanism.
Public servants make up a significant portion of employees negatively impacted by such deductions. Q LINK is incredibly excited at the opportunity to protect public servants from such irregularities and to ensure all past transgressions are reversed and accounted for accordingly. Executive chairman, Clark Gardner, believes at least 20% of these orders will be stopped in the next few months as a result of our direct intervention in stopping irregular orders. This is perhaps the first step in providing debt relief to the heavily indebted public servants who seem to account for 40% or more of unsecured debt in South Africa.
Q LINK and Government are now here to fight for those prejudiced as a collective entity.
Q LINK will provide public servants with communication channels to voice their concerns regarding their orders and ensure each wrong order is put right. We will firstly request collectors to voluntarily correct their mistakes but will not hesitate to make use of all appropriate courts to protect employees and ensure accountability. This is a significant step to ensure EAO’s are used correctly and fairly by all collectors countrywide.
